Job Description: The toilet pipe is leaking. There seems to be a leak from the cistern and a second leak in the bottom pipe that carries out flushed water. The second leak seems to have been sealed previously (in the previous users time). However, the seal seems to have worn off and now has holes that leaks when you flush the toilet.
